Special Studies:

Epidemiology and the Law - Working with MPH student to design a research synthesis methodology to examine how federal district courts address epidemiologic expert evidence. This study will attempt to analyze in as rigorous as possible a way those cases in which epidemiology was introduced, or attempted to be introduced, as scientific evidence.

Classroom Instruction - Graduate Students:

Public Health Aspects of Environmental Law (180.630) -- Primary instructor: designed and taught course to familiarize public health graduate students with the basics of environmental law and policy. The course was offered in 1998 and 1999, and may be offered again in 2002.

Classroom Instruction - Continuing Education:

Environmental Hazards in Residential Real Estate Transactions - designed and taught a continuing education course for real estate agents and brokers that discussed how to address a number of environmental hazards (i.e., radon, electromagnetic fields, lead, underground storage tanks) in home purchase and sale transactions. The course has been presented to over 1000 real estate professionals in approximately 20 states. In 1999, 2000 and 2001, an environmental hazards course focusing on radon was presented throughout the Commonwealth of Pennsylvania 6 times per year.
Risk Assessment and Risk Management in Environmental Law - designed and taught a course, in conjunction with the American Law Institute - American Bar Association (ALI-ABA) to instruct attorneys and managers about how risk assessment and risk management are applied to environmental hazards, and how environmental law affects and influences risk assessment. This course was offered in 1998 and may be offered again in the future. Approximately 65 attorneys and environmental managers attended the 1998 course.

Personal statement of research and practice, and research and practice objectives
Dr. Locke is a nationally recognized public health lawyer and environmental health scientist. He is an expert in translating public health science into legal strategies. His past activities have been concentrated in areas of environmental health protection where little or no regulatory and statutory authority are available, or where such authority is emerging (i.e., the indoor environment). Dr. Locke also has carried out research to examine situations in which, and suggest solutions for, legal authorities conflict or overlap (e.g., radiation and chemical risk management). In addition, he has sought to examine the law/science interface, especially in the practice of public health risk assessment. Dr. Locke has prepared federal legislation to protect against hazards of indoor environmental contaminants that have been introduced in bills and, in one case, enacted into law. Recently, he supervised the preparation of model federal legislation designed to put into place a nationwide health tracking system.
Dr. Locke's more recent research and practice activities have concentrated on bridging the interdisciplinary gap between law, environmental science and policy making by improving the public health infrastructure that addresses environmental health threats. As Deputy Director of the Pew Environmental Health Commission, his research has highlighted some of the shortcomings of the public health system's response to environmental health threats, offered recommendations for improving the system, and brought these recommendations to the attention of key federal policy and decision makers. Dr. Locke is also active in studying the policy barriers and incentives associated with the adoption of animal-friendly and ethical testing in toxicology and risk assessment.
